You're obviously not aware that's a thing, which is why you have half a dozen small and empty areas there after placing and deleting main buildings.

It sounds like you didn't create a generic district in pre-DLC fashion using the basic district tool, then toggling for basic agricultural/farming specialization. WebThe industrial areas are the ones where you not only have to place down a main building corresponding to whatever resource you want it to work with, but everything else as well, from the extracion buildings, to the various refining buildings, all found on the sub-categories of the "Garbage and Industry" tab (odd pairing, I know).

You should have options for what your brush does, currently it probably on district, to the right of it should be more options, one will be industry area. Different thing. There should be a separate paint option in the districts tab that creates "industry districts."
